Requires the Department of Finance to submit annual reports to the Legislature on projects funded by the Greenhouse Gas Reduction Fund, including greenhouse gas emissions reductions, environmental and public health benefits for each project.

Mandates reporting on geographic location, industry sector, number of employees of recipient businesses, and number of jobs created with wage level ranges for investments made after February 1, 2017.

Requires reports to include actions taken to assist disadvantaged communities and target populations with business, employment, and training opportunities funded through the Greenhouse Gas Reduction Fund.

Obligates state agencies to condition acceptance of fund moneys on recipients providing necessary information to meet reporting requirements, with program data made available to the public.

Directs the Secretary for Environmental Protection to post a link to the report on the state's primary climate change and Greenhouse Gas Reduction Fund website.
