Amends Section 79741 of the Water Code to clarify the purposes of the Water Quality, Supply, and Infrastructure Improvement Act of 2014 (Proposition 1)

Restates that $810,000,000 in bond funds are available for competitive grants and loans to projects in adopted integrated regional water management plans that respond to climate change

Identifies three purposes for the funding: helping water infrastructure systems adapt to climate change including sea level rise, providing incentives for water agency collaboration on regional water resources management, and improving regional water self-reliance

Makes nonsubstantive grammatical changes to existing law by revising "to:" to "to do the following:"
