Requires California Coastal Commission staff members to disclose communications with interested persons about commission matters by including the date, name of interested person, matter discussed, and the person's position in staff reports to commission members.

Removes provisions that previously prohibited ex parte communications between commission staff members and interested parties, replacing them with a disclosure requirement instead.

Mandates video or audio recordings of all commission hearings, workshops, and proceedings be posted on the commission's website within 72 hours after the proceeding.

Requires written and electronic communications submitted as part of commission proceedings be posted on the commission's website within 7 days of receipt.
