Directs the State Department of Education to adjust maximum grant amounts and related funding amounts to reflect California Consumer Price Index changes annually, commencing in 2017-18, with no reductions permitted

Establishes that appropriated funds count toward minimum funding requirements for school districts and community college districts under the California Constitution

Addresses the inadequate $7.50 daily per-pupil rate (unchanged since 2006) by providing funding to account for increased minimum wage costs in operating after-school programs serving over 400,000 low-income pupils statewide
