Requires imprisonment in state prison for a defendant convicted of a third separate felony when the defendant has two prior separate felony convictions, if all three convictions occur on or after January 1, 2017.

Modifies Section 1170 of the Penal Code to add this three-strike provision to existing criteria that mandate state prison sentences (prior serious/violent felonies, sex offender registration requirements, gang enhancement convictions).

Applies prospectively only to convictions occurring on or after January 1, 2017.

Makes minor technical changes to language throughout the statute (replacing "any" with "a," "can best be" with "is best," etc.).

Establishes that Section 1 takes effect until January 1, 2017, while Section 2 becomes operative on January 1, 2017.
