Requires the State Department of Health Care Services to annually administer CAHPS Health Plan surveys to all Medi-Cal managed care plan populations, including county organized health systems and geographic managed care models.

Mandates translation of CAHPS surveys into all Medi-Cal threshold languages and administration of surveys in each county using all applicable threshold languages in that county.

Requires stratification of survey results by geographic region, primary language, race, ethnicity, gender, and sexual orientation/gender identity (to the extent data is available) to identify disparities in care quality.

Requires the department to annually publish a public report on its Internet website that includes aggregated Medi-Cal managed care results compared to national Medicaid data, results stratified by demographic factors, and plan-level results by county for all managed care models.
