Requires annual licensing authority reports to include the number of appeals from license denials, average time spent on appeals, and complaints from citizens or city/county representatives regarding licensees.

Expands the California Marijuana Research Program to permit studies on marijuana's effect on motor skills in addition to existing medical safety and efficacy research.

Exempts collectives and cooperatives that manufacture medical cannabis products from state criminal sanctions if they use approved manufacturing processes, maintain local licenses, comply with fire and safety codes, and possess valid seller's permits.

The manufacturing exemption remains in effect for one year after the Bureau of Medical Cannabis Regulation posts notice that licensing authorities have commenced issuing licenses under the Medical Cannabis Regulation and Safety Act.
