Requires local educational agencies (school districts, county offices of education, charter schools, and state special schools) that participate in family engagement programs to develop and implement a strategic plan addressing parent/guardian participation in local control and accountability planning and direct family engagement strategies to support pupil success.

Mandates participating agencies accepting appropriated funds to develop an additional plan describing how those funds will be spent, including research-based family engagement practices, multilingual outreach if 15% or more of students speak a non-English primary language, and estimated targets for training participants.

Requires all adopted plans to be posted on the local educational agency's internet website and explained at public governing board meetings before adoption.

Authorizes local educational agencies to request funding from the Superintendent of Public Instruction on or before June 1, 2017, with funds to be expended between fiscal years 2016-17 and 2018-19 and allocated equally per average daily attendance among participating agencies.

Specifies that appropriated funds must supplement rather than supplant existing parent engagement funding and are deemed General Fund revenues for purposes of California constitutional minimum funding requirements.
