Establishes the California College Promise Grant Program, administered jointly by the Superintendent of Public Instruction and the Chancellor of the California Community Colleges, to provide planning grants to school districts and community college districts for establishing College and Career Access Pathways (CCAP) partnerships.

Sets the maximum grant amount at $25,000 per CCAP partnership, with the Superintendent and Chancellor authorized to establish the grant application process and criteria for determining individual grant amounts.

Permits grant funds to cover costs associated with CCAP partnership development and informing parents and students about opportunities available through the partnerships.

Program expires on January 1, 2022, unless extended by legislation enacted before that date.

Funding is subject to appropriation in the annual Budget Act, with no specific amount appropriated in this bill.
