Expands San Diego County's all-mailed ballot pilot program to include congressional or legislative vacancies where the district lies partially (not just wholly) within San Diego County, and adds recall elections for local officers

Authorizes any California county to conduct all-mailed ballot special elections for congressional or legislative vacancies as a pilot program, if at least 50 percent of voters are permanent vote-by-mail voters and the county board of supervisors adopts an approval resolution

Requires counties conducting all-mailed ballot elections to provide ballot drop-off locations, satellite voting locations on weekends, polling places with accessibility standards, and comprehensive voter education in multiple languages

Mandates counties conduct community outreach including bilingual workshops, accessibility meetings, toll-free voter assistance hotlines, and media announcements in English and required languages

Requires participating counties to report election results to the Legislature and Secretary of State within six months, including cost data, turnout statistics by population categories, ballot rejection rates, and fraud information; pilot program expires January 1, 2021
