Reduces the voting members of the California FAIR Plan Association's governing committee from 9 to 8 insurers elected annually.

Increases nonvoting public representatives on the governing committee from 1 to 2, both appointed by the Governor.

Maintains existing nonvoting committee positions for one insurance agent representative, one insurance broker representative, and one surplus line broker representative.

Removes provisions requiring the association to establish and maintain a statewide toll-free "800" telephone number for insurance assistance and related agent/broker obligations.
