Requires the Contractors' State License Board to develop and publish a "solar energy system disclosure document" by July 1, 2017, that solar companies must provide to consumers before completing a sale, financing, or lease of a solar energy system.

Disclosure document must include specific information such as financing sources and amounts, total costs and payments, panel calculations, energy generation estimates, monthly fees, rebate terms, contractor license numbers, installation code compliance impacts, system malfunctions, and complaint procedures.

Requires the board to establish regulations for contractors to maintain a blanket performance and payment bond for solar energy system installation purposes.

Subjects solar energy system installation contractors to down payment restrictions (maximum of $1,000 or 10% of contract amount, whichever is less) despite having performance and payment bond arrangements.
