AB 27 Summary

• Exempts veterans of the U.S. Armed Forces who were stationed in California on active duty for more than one year from paying nonresident tuition at California Community Colleges and California State University for the duration of their residency after discharge, up to the time needed to establish California residency.

• Provides an additional one-year nonresident tuition exemption for eligible veterans enrolled or intending to enroll at community colleges or as undergraduates at California State University campuses if they file an affidavit stating intent to establish California residency, with the exemption to be used within two years of discharge.

• Requires California Community Colleges and California State University, and requests University of California, to update and adopt policies by July 1, 2015, to ensure continued participation in GI Bill education benefits and compliance with the federal Veterans Access, Choice, and Accountability Act of 2014.

• Defines "GI Bill education benefits" as any education assistance administered by the U.S. Department of Veterans Affairs under Title 38 of the United States Code for eligible veterans or their dependents.

• Disqualifies veterans who received dishonorable or bad conduct discharges from eligibility for these tuition exemptions.
