Authorizes the State Air Resources Board to collaborate with air pollution control and air quality management districts in conducting the study.

Includes legislative findings acknowledging California's climate leadership through the Global Warming Solutions Act of 2006 and Clean Energy and Pollution Reduction Act of 2015.

References California's commitment to the Under 2 MOU signed in May 2015, which commits signatories to reducing greenhouse gas emissions 80-95 percent below 1990 levels by 2050.
