Authorizes the Mervyn Dymally Memorial Capitol Foundation to plan and construct a bust of former state legislator and U.S. Congressman Mervyn M. Dymally in the State Capitol Building Annex.

Requires the Department of General Services to review design plans, ensure ADA compliance, approve environmental quality documents, and prepare a maintenance agreement with the foundation.

Prohibits construction of the bust until the Joint Committee on Rules approves the plan and both the Joint Committee on Rules and Department of Finance confirm sufficient private funding exists for construction and long-term maintenance.

Mandates that all planning, construction, and maintenance costs be funded exclusively through private donations to the Mervyn Dymally Memorial Capitol Foundation.

Recognizes Dymally as the first foreign-born African American to hold state office in California, first African American elected to the state senate, and first African American lieutenant governor of California.
