Requires the Superintendent to prioritize funding to local educational agencies serving large percentages of students eligible for free or reduced-price meals, while allowing any local educational agency in the state to apply.

Mandates the pilot program focus on underserved student populations and emphasize measuring 21st century skills aligned with International Society for Technology in Education standards for both teachers and students.

Specifies teacher training topics including digital age learning experience design, digital citizenship modeling, and personalized digital literacy instruction delivery.

Specifies student skill development areas including creativity and innovation, communication and collaboration, research and information fluency, critical thinking, digital citizenship, and technology operations.
