Expands pharmacy Medi-Cal program pricing to apply to any California resident who presents a valid prescription and proof of California residency (such as a state ID or driver's license), not just Medicare beneficiaries with a Medicare card.

Requires participating pharmacies to charge eligible patients a price not exceeding the Medi-Cal reimbursement rate for prescription medicines plus a department-set electronic transmission charge.

Excludes over-the-counter medications and compounded prescriptions from the Medi-Cal reimbursement rate pricing.

Clarifies that "covered by insurance" exemption does not apply to prescriptions for specific medications not on a patient's health plan formulary when the patient is prepared to pay cash.

Requires the State Department of Health Care Services to conduct outreach including publishing Medi-Cal reimbursement rates for at least 200 commonly prescribed medicines monthly and providing signs at pharmacies informing patients of their rights.
