Requires cities and counties with 200,000+ residents to make advanced energy storage permitting documentation and forms publicly available online by September 30, 2017, and smaller jurisdictions by January 31, 2018.

Mandates local governments allow electronic submission of permit applications and authorize electronic signatures in place of wet signatures for advanced energy storage installations.

Prohibits permitting and inspection fees for advanced energy storage installations from being based on installation value or factors unrelated to the direct cost of issuing the permit and conducting inspections.

Requires the Governor's Office of Planning and Research to create a California Energy Storage Permitting Guidebook by January 1, 2019, modeled after the California Solar Permitting Guidebook and developed in consultation with building officials, fire marshals, utilities, and industry stakeholders.

Defines "advanced energy storage" as electrochemical energy storage systems in nonventing packages that are customer-sited and interconnected through existing retail customer connections.
