Requires the Department of Community Services and Development to develop and administer the Agricultural Working Poor Energy Efficient Housing Program using appropriated funds to improve energy efficiency in farmworker housing.

Specifies eligible improvements including weatherization, Energy Star appliance replacement, LED lighting, solar panel and water heating installation, and battery backup systems.

Requires the department to give preference to federally designated farmworker organizations and groups with proven track records of assisting farmworkers when distributing program funds.

Mandates the department consult with the Public Utilities Commission and State Energy Resources Conservation and Development Commission to ensure compatibility with state energy policies and avoid duplication of existing programs.

Requires the department to report to the Legislature by January 1 of the third calendar year after receiving funding, including program expenditures, households reached, demographic data, funded measures, and estimated energy savings.
