Defines "out-of-school youth" according to federal Title 29 USC Section 3164(a)(1)(B) for purposes of California's workforce development system.

Defines "school operating in partnership with United States Department of Labor programs" to include schools serving out-of-school youth through partnerships with workforce development boards, YouthBuild programs, federal job corps, and conservation corps.

Requires local workforce development boards to establish a youth strategy specifically including out-of-school youth aligned with regional labor market needs and to lead efforts developing career pathways for out-of-school youth.

Expands eligibility for basic skills training funds to include schools operating in partnership with United States Department of Labor programs, in addition to existing school districts and county offices of education.

Adds out-of-school youth to the California Workforce Development Board's duty to assist the Governor in helping individuals with employment barriers achieve economic security through policies encouraging marketable skills development.
