Expands juvenile court dependency jurisdiction to include children who solicit or engage in prostitution or loiter in public places with intent to commit prostitution, when the parent or guardian has failed to protect the child.

Declares that children engaged in prostitution are "commercially sexually exploited children" and brings them within existing dependency statutes alongside victims of sexual trafficking.

Adds conduct described in Penal Code Sections 647(b) and 653.22 (prostitution-related offenses) to the definition of commercially sexually exploited children requiring court protection.

Removes all proposed amendments to Section 602 regarding ward jurisdiction and criminal prosecution thresholds for minors.

States that the prostitution provisions are declaratory of existing law.
