Amends Section 1951 of the Streets and Highways Code to clarify definitions related to golf cart transportation plans.

Modifies the definition of "plan area" to clarify that it includes privately owned land when the owner consents to inclusion of the land in the plan.

Maintains existing definition of "golf cart" as a motor vehicle with at least three wheels, unladen weight under 1,300 pounds, designed to operate at no more than 25 miles per hour and carry golf equipment plus up to two persons.

Updates the definition of "golf cart lanes" to replace archaic language ("which" becomes "that," "in" becomes "within") while maintaining that these are publicly owned facilities shared with pedestrians, bicyclists, and other motorists.

Makes only nonsubstantive, technical changes to existing law with no fiscal impact or state-mandated local program requirements.
