Removes the requirement that existing alcoholic beverage licenses issued to a for-profit theater operator must be canceled before a special on-sale general license can be issued.

Allows the Department of Alcoholic Beverage Control to issue a special on-sale general license to for-profit theaters in San Francisco with at least 1,000 theatrical seats that primarily host live performances.

Permits alcohol sales and service in theater lobbies and seating areas from two hours before a live performance begins until one hour after it ends.

Exempts licensed theaters from operating as a bona fide public eating place and from certain alcoholic beverage control provisions.

Took effect immediately upon approval by the Governor on August 25, 2016.
