Extends the deadline for entering into comprehensive development lease agreements (public-private partnerships) for transportation projects from January 1, 2017 to January 1, 2030.

Adds the Santa Clara Valley Transportation Authority to the definition of "regional transportation agency," authorizing it to enter into public-private partnerships for transportation projects.

Amends design-build procurement requirements by changing references from Section 6800 to Section 6820 of the Public Contract Code and modifying which sections are exempt from application.

Maintains existing requirements that projects must improve mobility, safety, or air quality; be submitted to the California Transportation Commission; include public hearings; and revert to public ownership at lease expiration.

Retains provisions allowing tolls and user fees to fund project costs, operations, and reasonable return on investment, with excess revenues applied to debt, facility improvements, or the State Highway Account.
