Requires the State Department of Public Health to establish a pilot program creating an Internet-based acute psychiatric bed registry by July 1, 2017, in nine specified Bay Area and Central Valley counties to track availability of psychiatric beds for temporary detention and treatment.

Mandates psychiatric health facilities designate an employee by July 1, 2017, to submit real-time notifications when acute psychiatric beds become available and to serve as the facility's contact person for registry-related requests.

Requires the registry to include specific data fields such as facility contact information, license type, substance abuse and medical treatment availability, bed security status, and appropriate diagnoses for available beds.

Directs the department to submit an interim report and a comprehensive evaluation report after four years to the Legislature detailing the registry's impact and recommendations, with both reports made available publicly.

Specifies that violations of this article are not crimes and repeals the entire article on January 1, 2022.
