Creates exemption from tissue bank licensing requirement for storage of allograft tissue in hospitals and outpatient surgical centers regulated by the Medical Board of California.

Requires facilities storing allograft tissue to maintain a log documenting receipt date, expiration date, clinical use date, and disposition of unused tissue samples.

Allograft tissue must be obtained from a California-licensed tissue bank, individually boxed with unique identification number and expiration date, and intended only for direct patient implantation with no further distribution.

Allograft tissue must be FDA-registered, designated for ambient room temperature storage with no refrigeration required, and facilities must ensure tissue is not resold or redistributed.
