Establishes the Altamont Pass Regional Rail Authority to plan and deliver an interregional rail connection between Bay Area Rapid Transit (BART) and the Altamont Corridor Express in Livermore.

Creates a 12-member governing board composed of representatives from BART, Altamont Corridor Express, cities of Dublin/Livermore/Pleasanton/Tracy, counties of Alameda/San Joaquin, and regional organizations.

Authorizes the authority to acquire property, secure funding, contract for design and construction, and conduct environmental reviews for the connection.

Requires BART to assume ownership and operational control of the completed connection and any phase thereof, including maintenance and financial obligations.

Requires the Department of Transportation to expedite all reviews and requests related to the project with responses within 60 days, and mandates the authority to publish annual project update reports.
