Increases student membership on the Student Aid Commission from 2 to 4 members, with one representative required from each of the following: University of California, California State University, California Community Colleges, and a California private postsecondary educational institution.

Requires student members to be enrolled in their respective institution at the time of appointment and remain enrolled for the duration of their term, with an exception allowing graduation if six months or less of the term remains.

Sets student member terms at two academic years instead of four years, and allows a student member to remain in office for one additional year if the Governor has not appointed a successor.

Requires the commission to notify appropriate student organizations at least three months before a student vacancy expires, allowing student organizations to submit nominee lists of 3-5 candidates.

Requires qualifying institutions to waive tuition for student members who are not Cal Grant recipients, up to the maximum award amount, for the duration of their term of office.
