Amends Section 16010.4 of the Welfare and Institutions Code to require foster care caregivers receive email addresses in addition to existing contact information for the child's social worker, social worker's supervisor, child's attorney, and court-appointed special advocate.

Establishes that caregivers must receive basic information including birth certificates or identifying documents, Medi-Cal identification numbers, current medications and instructions, and a plan outlining the child's needs and services.

Ensures caregivers have knowledge of their rights to receive notice of review and permanency hearings, attend those hearings, submit written information to the court, and access available services including transportation and translation.

Requires caregivers to cooperate with reunification, concurrent, or permanent planning for the child and be informed about the child's siblings and contact preferences.
