Amends Section 399.11 of the Public Utilities Code to make nonsubstantive changes to legislative findings and declarations regarding renewable energy.

Reaffirms the California Renewables Portfolio Standard Program targets of 20% renewable energy by December 31, 2013, 33% by December 31, 2020, and 50% by December 31, 2030.

Lists intended benefits of the program including displacing fossil fuels, reducing air pollution, meeting climate change goals, promoting stable rates, and ensuring grid reliability.

Specifies that electricity for California customers may be generated anywhere in the interconnected grid including outside California, and out-of-state renewable resources must be treated identically to in-state resources.

Confirms that California electrical corporations have already executed power purchase agreements with out-of-state renewable energy resources that will fully count toward meeting renewable portfolio standard requirements.
