Requires retailers adding additional retail locations to renew licenses based on a 12-month period beginning in the month their first retail location was licensed, rather than using individual renewal dates.

Prohibits proration of any cigarette and tobacco product license fees or renewal fees.

Increases renewal fees for distributors and wholesalers from $1,000 to $1,200 per location for calendar years beginning January 1, 2017 and after.

Requires the State Board of Equalization to report annually to the Legislature, Governor, and Department of Finance (beginning January 1, 2019) on the adequacy of licensing program funding and whether fee levels support effective enforcement.

Prohibits appropriation of cigarette and tobacco tax revenues to the Board of Equalization for licensing program implementation, enforcement, or administration on or after July 1, 2019.
