Requires the Public Utilities Commission to modify biomethane minimum heating value from 990 to 970 British thermal units per standard cubic foot (Btu/scf) by June 1, 2017, to allow injection without upstream blending.

Requires the commission to modify siloxane trigger level to 1.0 milligram of silicon per square meter (mg Si/m3) and lower action level to 2.5 mg Si/m3 to reflect standards that siloxane equipment manufacturers can meet and guarantee.

Maintains existing commission authority to adopt standards for biomethane injected into common carrier pipelines that protect human health and ensure pipeline integrity and safety.

Requires the commission to review and update biomethane standards every five years or when new information becomes available.
