Requires each board, department, and office within the California Environmental Protection Agency with enforcement authority to establish a policy on supplemental environmental projects that benefits disadvantaged communities.

Allows supplemental environmental projects to constitute up to 50 percent of an enforcement action brought under the jurisdiction of an agency board, department, or office.

Mandates that no less than 10 percent of enforcement action monetary penalties received by each board, department, and office is allocated to supplemental environmental projects in disadvantaged communities.

Requires each board, department, and office to compile and submit information about supplemental environmental projects to the California Environmental Protection Agency, which must consolidate and post this information on its website.
