Imposes a $0.02 per fluid ounce fee on distributors of bottled sugar-sweetened beverages and concentrate to fund a new Healthy California Fund dedicated to diabetes, obesity, heart disease, and dental disease prevention and treatment.

Establishes the Healthy California Fund with revenues allocated to the State Department of Public Health (51%), Department of Education (25%), Department of Food and Agriculture (20%), and Department of Health Care Services (4%) for grant programs and prevention activities targeting high-need communities.

Requires at least 60% of fund expenditures to prioritize communities in the highest 30th percentile for type II diabetes rates, focusing on African American, Hispanic, American Indian, Alaska Native, Asian American, Native Hawaiian, Pacific Islander, and low-income populations.

Creates a 13-member Healthy California Fund Oversight Committee to evaluate funded programs, ensure coordination across departments, and produce biennial comprehensive master plans for implementing diabetes and obesity prevention statewide.

Exempts certain beverages from the fee including those sweetened solely with non-caloric sweeteners, 100% fruit or vegetable juice, milk-based beverages, beverages with fewer than 5 grams of added sugar per 12 ounces, coffee or tea without added sweetener, infant formula, medical beverages, and water.
