Requires the Strategic Growth Council to consider revisions to guidelines and selection criteria for affordable housing projects in the rural innovation project area of the Affordable Housing and Sustainable Communities Program.

Mandates consideration of allowing projects to be built at nonmetropolitan density requirements based on net density, with net density defined as dwelling units per acre excluding streets, drainage facilities, sidewalks, parks, and open space.

Requires projects receiving 4 percent low-income housing tax credits to add $100,000 per restricted unit to the base amount for loan limit calculation purposes.

Requires scoring to be awarded based on projects demonstrating walkable corridors and features that encourage bicycling upon completion.

Requires the Strategic Growth Council to provide written explanation to the Legislature by March 1, 2017, if it determines not to make the specified revisions to guidelines and selection criteria.
