Requires California State University trustees to offer eligible students a 4-year baccalaureate degree completion agreement, with an option to extend to 5 years for programs like engineering or teacher training

Requests (but does not require) University of California regents to offer the same 4-year degree completion agreements to their eligible students

Presumes students scoring at an unspecified percentile or above on college readiness assessments (SAT, ACT, or similar) are eligible for the agreement

Requires participating students to complete a general coursework pathway outlined in the agreement, maintain full-time enrollment status, meet Cal Grant academic standards, and declare a major by fall semester of sophomore year

Guarantees priority enrollment in required courses and free tuition for additional coursework if a student meets all agreement requirements but cannot complete the degree within the guaranteed timeframe through no fault of their own
