Permits small cells (wireless facilities with antennas no larger than 6 cubic feet each and total equipment not exceeding 21-28 cubic feet depending on structure type) as a permitted use without discretionary permits or aesthetic review in all zoning districts, subject only to building or administrative permits.

Requires cities and counties to issue building or administrative permits for small cells within 60 days of application submission, with deemed approval if permits are not issued within 60 days.

Mandates renewal of wireless telecommunications facility permits with less than 10-year durations for equivalent periods unless the facility no longer complies with applicable codes and permit conditions.

Prohibits cities and counties from precluding the leasing or licensing of municipally-owned sites for small cell installation, except for fire department facilities, and requires fair and nondiscriminatory terms.

Restricts permit fees for wireless telecommunications facilities to amounts charged for similar types of commercial development within the same jurisdiction.
