AB 2790 Summary

• Authorizes construction of an international genocide memorial for California's genocide survivors in the Capitol Historic Region with prior approval from the Department of General Services and Capitol Park Master Plan Group

• Requires memorial construction to wait for the State Capitol Park master plan approval by the Joint Committee on Rules, but allows the Department of General Services to request an exemption if the master plan is not approved by January 1, 2021

• Establishes that memorial construction funding must come from private contributions collected by the International Genocide Memorial Commission

• Requires the Department of General Services and International Genocide Memorial Commission to review design plans for maintenance, ADA compliance, environmental quality documentation, construction documents, and issue a right of entry permit before construction begins

• Takes effect immediately as an urgency statute upon approval on September 27, 2016
