Expands the definition of "disabled students" under California Community Colleges funding regulations to include persons with exceptional needs who have applied to a community college, in addition to those already enrolled.

Requires the Board of Governors to apportion funds to community college districts to offset direct excess costs of providing specialized support services or instruction to disabled students enrolled in state-supported disabled student services programs or courses.

Maintains that direct excess costs are calculated by subtracting specified cost categories (average cost to serve nondisabled students, indirect facility costs, revenue from special classes, and other federal/state/local funds) from total costs.

Requires community college districts receiving these funds to certify they have made reasonable efforts to utilize all available federal, state, or local funding for disabled students and to provide programmatic and fiscal information required by board regulations.

Allows the chancellor to designate up to 3 percent of allocated funds for program development and program accountability.
