Maintains requirement that applicants can either pay the flat fee or enter into a reimbursement agreement with the Department of Toxic Substances Control to cover processing costs.

Deposits all fee revenues into the Hazardous Waste Control Account for appropriation by the Legislature.

Eliminates provisions of earlier amendments related to metal shredding facilities, permit suspension procedures, facility capacity determinations, and postclosure plan requirements.
