Establishes the California Agriculture Cargo Theft Prevention Working Group coordinated by the Department of the California Highway Patrol with volunteer members from county agricultural commissioners, district attorneys, sheriffs, and agricultural industry stakeholders.

Authorizes the working group to address agriculture cargo theft prevention, problem solving, and theft control techniques through consultation with military, law enforcement, and private organizations.

Requires the working group to develop a cargo theft reporting system enabling swift recovery of stolen goods and apprehension of those responsible for thefts.

Allows the working group to develop a uniform procedure for participating counties to collect data on agriculture cargo theft to evaluate the group's effectiveness.

Addresses the escalation of agriculture cargo theft in California, noting that nut product theft exceeded $4 billion in 2015, an 85 percent increase from 2014.
