Mandates that charter school audits and investigations follow Generally Accepted Government Auditing Standards, with reports made public before any board action and charter schools given opportunity to respond before publication.

Requires the inspector general to report to the district attorney or Attorney General if audits reveal reasonable cause to believe an employee engaged in illegal activity.

Specifies that proposed actions for charter school revocation, nonrenewal, or corrective action must comply with existing law and allow charter schools reasonable opportunity to cure violations and address findings in public.

Removes provisions creating new criminal penalties for unauthorized disclosure of information obtained by subpoena and eliminates state reimbursement requirements.
