• Requires regional centers to provide consumers and their parents, guardians, or authorized representatives with information about appeal and complaint processes in threshold languages at the beginning of each individual program plan (IPP) meeting.

• Mandates regional centers provide a written statement at least annually detailing all services and supports purchased, including type, units, month, and cost, available in threshold languages upon request.

• Requires regional centers to offer written copies of individual program plans to consumers and appropriate family members within 45 days of request in threshold languages.

• Removes provisions prohibiting denial or delay of applied behavioral analysis (ABA) services when parents demonstrate hardship in completing group instruction on behavior intervention basics.
