Eliminates the requirement that a county board of education approve contracts between school districts and county superintendents for pupil attendance supervision.

Establishes legislative intent that supervisors of attendance promote a culture of attendance, track pupil attendance accurately, and address chronic absenteeism and truancy patterns.

Authorizes supervisors of attendance to provide support services and interventions including conferences with parents, referrals to counselors and social workers, collaboration with child welfare and law enforcement agencies, and identification of schoolwide barriers to attendance.

Allows school districts to contract directly with county superintendents of schools for attendance supervision, with the district transferring funds equal to the actual cost of providing supervision.
