• Expands price gouging prohibitions during declared states of emergency or local emergencies to include drought, plant or animal infestation or disease, and adds towing services to covered goods and services.

• Maintains the 10 percent price increase cap for consumer goods and services (food, emergency supplies, medical supplies, building materials, housing, transportation) for 30 days after emergency declaration, with exceptions for documented additional supplier or labor costs.

• Extends the 10 percent price increase cap for repair, reconstruction, and emergency cleanup services by contractors to 180 days following emergency declaration.

• Defines housing as rental housing with initial lease terms of no longer than one year.

• Maintains penalties of up to one year in county jail and/or fines up to $10,000 for violations, classified as misdemeanor and unfair business practice.
