Authorizes California community college districts, campuses, and local foundations to use private funds to provide emergency financial assistance to eligible students facing unforeseen financial hardships such as lack of shelter or food.

Defines eligible students as those meeting satisfactory academic progress who are at risk of dropping out due to unforeseen financial challenges and would benefit from emergency aid to continue their studies.

Requires the California Community Colleges Chancellor's Office to provide guidelines for establishing student emergency aid programs as part of supportive services.

Permits community college districts, campuses, and foundations to solicit and accept private funding from sources including foundations, corporations, crowdfunding, and donation drives to support the emergency assistance programs.

Directs priority consideration be given to student populations most in need when distributing emergency financial assistance.
