Requires local educational agencies to provide professional development opportunities to certificated employees identified as needing additional development to meet adopted performance standards.

Professional development options include training in state academic content standards, English learner access to Common Core and English language development standards, and priority placement in Peer Assistance and Review Programs.

Establishes Article 11.5 in the Education Code to codify these professional development requirements for certificated employees.

Designates the bill as imposing a state-mandated local program requiring fiscal committee review.

Provides that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made through existing statutory procedures in Government Code Part 7.
