Authorizes school districts to include multiple measures when evaluating teacher performance related to pupil progress, including formative/summative assessments, curriculum-based assessments, pretest/posttest data, English language proficiency assessments, portfolios, parent/pupil surveys (if approved by teacher), and progress on local control and accountability plan outcomes.

Expands definition of "instructional techniques and strategies" to include engaging and supporting all pupils in learning, planning instruction for all pupils, and using pupil assessment information to inform instruction.

Expands definition of "adherence to curricular objectives" to include understanding and organizing subject matter for pupil learning and developing as a professional educator.

Does not require the State Board of Education to revise existing evaluation guidelines and preserves school districts' authority to adopt additional evaluation criteria.

Preserves certificated employees' and their representatives' right to bargain over evaluation procedures and other terms and conditions of employment.
