Requires public employers (state, courts, and specified local agencies) to provide newly hired employees an orientation within 4 months of hiring, conducted in-person during work hours.

Mandates that exclusive representatives receive at least 10 days' notice before orientations and be permitted to make a 30-minute presentation in the first half of the orientation.

Requires public employers to provide exclusive representatives with newly hired employees' names, job titles, departments, work locations, telephone numbers, and home addresses within 30 days of hire, and all bargaining unit employees' information every 90 days.

Permits public employers and exclusive representatives to negotiate agreements that vary from these requirements, with the bill's requirements applying only if no agreement is reached.

Exempts public employers regarding in-home supportive services providers and provides the Public Employment Relations Board with jurisdiction over violations.
