Changes the imprisonment term for nonpayment of fines from one day per $125 of the fine to one day per $125 of the base fine only, excluding penalties and assessments.

Requires that when a base fine is partially satisfied through jail credits or community service, any penalties and assessments imposed on that fine must be reduced proportionally.

Specifies that jail credits earned during custody must be applied first to the term of imprisonment, with any remaining credits applied to the base fine at a rate of at least $125 per day.

Requires that penalties and assessments on the base fine be reduced by the same percentage as the base fine that was satisfied through jail credits or community service.
